Evacuations in flood-prone areas have been ordered to Binghamton, a suburb of Endicott and other communities. The Broome County officials reported on the website of the county an emergency shelter set up at Greater Binghamton Airport was full. They asked residents to conserve water.

The Onondaga County Department of Emergency Management issued a call this morning asking fire departments to send volunteers to Broome County with flooding.

The assignment of volunteers is 72 hours, and volunteers will be invited to make smaller vehicles such as vans or trucks carrying submersible pumps and hand tools.

The Susquehanna River is expected to crest later today at Binghamton, and once it does Broome County will need people to pump basements and remove debris, said Kevin Wisely, Commissioner of Onondaga County Management emergencies.

The department was asked by the state to establish a list of available resources, and no one will be asked to go until the status of an order to deploy these resources, he said .

Among the main institutions that are parts is now the Guthrie Clinic, a cancer treatment center that closed operations at 21 offices in the south and northeast Pennsylvania level.

Meanwhile, the state of emergency remains in force in Otsego and Chenango counties, where all roads are closed.

All roads are closed in the county of Tompkins County and Ithaca city offices should remain closed until 11 hours, Officials reported on the County website. Cornell University in Ithaca is closed today. Tompkins Cortland Community College has delayed the opening until 11 am and Ithaca College will not open until noon, officials of these colleges said.

Madison County is covered by a travel advice, which flooded streams, pools of standing water and debris in the roads made driving dangerous, the sheriff's office said. Roads closed by flooding in the city of Oneida include portions of Lenox Avenue, Sconondoa Street, Deveraux Street and Bennet Street.Middle Road was also closed between Route 5 and Chapel Street, but was expected to reopen later this morning.
